reference for it in an article I was researching...and the article was in
2003.

When was it in operation? (Is it still in operation of some sort?)

Googling turned up http://www.bayvillage.net/newsletter/ , the
newsletter of the Bay Village Neighborhood Association in Boston.
They have online archives from 1998 through the present.
